New California Laws Starting in 2026

Here are some of the statewide laws taking effect in 2026 that may impact families in the Antelope Valley. This is not legal advice — always check the official state resources or talk to an attorney for your situation.

Effective dates vary by bill. Most of the laws below begin January 1, 2026 unless otherwise noted.

🏡 Everyday Money, Renters & Shopping
  • Appliances in Rentals: Many landlords who provide refrigerators and stoves must keep them in good working order as part of the rental, instead of treating them as “extras.”
  • Bag Rules at Stores: Large grocery and retail stores are tightening plastic bag rules. Expect paper or reusable bags, usually with a small fee at checkout.
  • Car-Buying Protections: New rules aim to cut “junk fees” and make pricing clearer when you buy a car. Some buyers will have a short “cooling off” period to return a vehicle under certain conditions.
  • Self-Storage & Fees: Storage facilities must give clearer written disclosures on late fees, lien sales, and how they contact you before auctioning your unit.
💼 Work, Wages & Job Rules
  • Higher Minimum Wage: California’s state minimum wage is increasing again in 2026. Some industries like fast food and healthcare already have separate, higher minimums.
  • “Stay or Pay” Contracts: Employers will have stricter limits on contracts that try to charge workers back for training if they quit. These “stay or pay” agreements are being narrowed or banned in many situations.
  • Job Posting & Pay Transparency: More employers must list pay ranges and keep pay records so it’s easier to spot unfair wage gaps.
🩺 Health Care & Mental Health
  • Insulin Cost Caps: New rules limit out-of-pocket costs for many insulin users and encourage lower-cost state-branded insulin options.
  • Mental Health Holds: The definition of who can be held or treated under mental health laws is changing, especially where serious self-neglect or substance use is involved. This affects hospitals, law enforcement, and families trying to get loved ones help.
👮🏽 Safety, Police & Public Spaces
  • Mass-Violence Threats: Explicit threats of mass violence (for example at schools, malls, or workplaces) face tougher criminal penalties, even if no attack happens.
  • Police Identification: New rules require plain-clothes officers to clearly identify themselves in certain encounters and limit face coverings at some public events so people can tell who is law enforcement.
  • Hospitals & Immigration: Hospitals have tighter limits on cooperating with immigration enforcement inside medical facilities, to keep people from avoiding emergency care.
📚 Schools, Kids & Civil Rights
  • Student Safety & Harassment: Schools must update policies around bullying, discrimination, and threats, with more focus on documenting incidents and notifying families.
  • Civil Claims for Abuse: There are new windows for some survivors of sexual assault or child abuse to bring civil claims that were previously time-barred, under specific conditions.
  • State Holidays & Culture: New recognized observances (including additional cultural and religious holidays) are being added to the state calendar. Some may affect school and government closures.
🤖 Technology, AI & Privacy
  • AI Developers: Large “frontier” AI companies will face new state reporting rules around safety testing, risks, and misuse.
  • Consumer Data: Several updates strengthen how companies must handle personal data and disclose when they are using automated decision-making systems.

For full bill text and exact start dates, visit the official California Legislative Information site or talk with a legal professional.
